The programme is a public initiative designed to reduce financial barriers for those who require in vitro fertilization. For 2025, the authorities have allocated a significant number of IVF procedures, which can be accessed based on established medical criteria.

The maximum amount granted — 15,000 lei — is divided between the medication required for treatment and the main costs of the procedure. The support is intended for patients who have a clear medical indication for IVF or ICSI and who meet the programme’s eligibility criteria.

• The applicant must have Romanian citizenship and residency in Romania.
• The patient’s age must be between 20 and 45 years.
• A medical diagnosis of infertility must be provided by a specialist.
• A valid recommendation for the IVF or ICSI procedure is required.
• Applicants cannot receive funding more than once within the same year.

The programme is available to both couples (regardless of marital status) and single women who have a medical indication for treatment.
